feat(peter): add quick / mid / full speed tiers - #13

Every task paid the full chain — E2E on a fresh database, both auditors at three breakpoints, re-run after each fix. A leading word on the goal now picks a tier: quick runs gates 1–4 only with E2E once at epic close and no audits; mid audits once at close with the UI auditor at 320/1280. Skips are reported, never folded into a pass; quick closes with audits not_run under Deviations. ui-auditor honours breakpoints named in its dispatch prompt. README gains the command rows and a FAQ entry on run time. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
