chore: bump Docusaurus to 3.10.2 - #17

Docusaurus 3.9 dropped Node 18, so CI moves to Node 22 and engines to >=20.0. onBrokenMarkdownLinks moves to markdown.hooks, its non-deprecated location.

@docusaurus/*packages from 3.5.2 to 3.10.2. Docusaurus 3.9 dropped Node 18, so the deploy and test-deploy workflows now use Node 22 andenginesis>=20.0. The deprecated top-levelonBrokenMarkdownLinksmoves tomarkdown.hooks.onBrokenMarkdownLinks; the build has no new warnings or broken links.
