…e.yml for riscv64 wheels Mirrors upstream's cibuildwheel-based wheel builder, narrowed to riscv64, following the tree-sitter-c-sharp precedent (Py_GIL_DISABLED-checking abi3 template, cp312/cp313/cp314 matrix, unittest discover against bindings/python/tests).
