test: isolate the url tests from a configured REX_BASE_URL - #6691

The tests skipped themselves whenever the instance running them sets REX_BASE_URL, which the dev instances do. They unset the env var for their duration instead.

The
UrlTestcases from #6690 that exercise the request fallback skipped themselves whenever the instance running the tests setsREX_BASE_URL— which the dev instances do. They now unset the env var for their duration and restore it afterwards, so they always run.
