Since 2.3.9, short command name is broken

At the moment, this no longer works:

vendor/bin/rector p test/

↓

 [ERROR] The following given path does not match any files or directories:                                              
                                                                                                                        
          - p       

It should pick up "p" as in "process" and run without any issues.

It seems related with PR:

• [DX] Define list of allowed implicit commands on ConsoleApplication rector-src#7918

which has() check seems not detect short command.
