feat(todoist): add managed read-only adapter

• generalize managed OAuth for split endpoints, configurable scope serialization, reusable encrypted credentials, and optional upstream revocation
• add a dynamically registered Todoist public client with read-only project and task resources
• publish Todoist OpenAPI, capability metadata, Agent Skill discovery, docs, and regression coverage
