概要
全consumerのDrizzle標準DECIMAL移行後に不要となる専用helperを削除します。
変更内容
decimalNumber/DecimalNumberConfigを削除coerceDecimalNumber/decimalNumberParamsを削除/dbexportを削除decimalNumbers: trueは維持影響
上記APIは公開exportから削除されます。consumer側は先行PRで
decimal(..., { mode: 'number' })へ移行済みです。検証

winecode、seatkeep、odss-mobileの移行PRを先にマージしてください。
