Remove Babel Related Features (#1123)

Vite 8+ can handle React Refresh Transform by Oxc and doesn't need Babel for it. With that, there are no transform applied that requires Babel. To reduce the installation size of this plugin, babel is no longer a dependency of this plugin and the related features are removed.

If you are using Babel, you can use @rolldown/plugin-babel together with this plugin:

This is a major version bump (5.x → 6.x) of @vitejs/plugin-react. The vite config at vite.config.ts passes jsxImportSource: '@emotion/react' and babel: { plugins: ['@emotion/babel-plugin'] } to the react() plugin. Major version bumps can introduce breaking changes to these options. Since I cannot verify the v6 API from repo context alone, this warrants confirming that the build (tsc && vite build) still succeeds with these options under v6.
