I think this makes sense overall but should we add HostArch: win32 to win32_t_test and HostArch: amd64 to amd64_t_test to match the existing free-threaded jobs? Without those, I think the layout helper will try to run python.exe from the free-threaded artifacts?

Good catch. I guess I did that when the free-threaded build was more likely to crash than to run. It worked fine for the 3.15.1 test repackage I did earlier, so it's probably unnecessary, but easy enough to do and should be harmless.
