Backport of gh-149312 to 3.15. This corrects the return structure documented by
RemoteUnwinder.get_all_awaited_by, including waiter coroutine information and the interpreter fallback task list. The Argument Clinic header was regenerated for 3.15.The debug build,
test_external_inspection(43 tests, 3 skipped), and a live asyncio check of the return types and waiter direction pass._remote_debugging: incorrect docstringget_all_awaited_by()#149302
