Adds a manually started Tag workflow (
tag.yml, inputsversion=vX.Y.Zandsha). It checks that the version has the release form and the commit is on main, pushes the tag with the workflow token, then startswheels.ymlon that tag. A tag pushed with the workflow token does not start other workflows;wheels.ymlalready acceptsworkflow_dispatch, and run on the tag ref its publish jobs (startsWith(github.ref, 'refs/tags/v')) run as on a tag push.Needed because cloud sessions cannot push tags or create releases (proxy HTTP 403) but can start workflows.
