Bakes gm-rh's self-sufficient standing goal and its backlog-driven goal-check into the baked goals.md and goal-checks (reads /state/self-sufficient-backlog, same shape as the determinism check), and catches goals.md up to the approved state (staff-move -> Met and removed).

Approved via rh/cluster PR 3 (first two-person review run, cos-rh reviewed, author gm-rh, merge e824c1b). Buzz-only path .buzz/images/buzz-agent-gm-rh/ -> admin squash-merge at once; image tag buzz-agent-gm-rh-v0.1.8 follows at the merge commit, then the deploy manifest bump after the image publishes.

Summary by Sourcery

Bake gm-rh’s self-sufficiency goal and backlog check into its configuration, and bring its goal state up to date.

New Features:

  • Add the gm-rh self-sufficiency standing goal and its backlog-driven goal check to the baked agent configuration.

Enhancements:

  • Update the baked goals to reflect the approved state by marking the completed staff-move goal as met and removing it from the active list.

Adds the self-sufficient standing goal (top of the active list) and its
backlog-driven goal-check (reads /state/self-sufficient-backlog, same shape
as the determinism check) to gm-rh's baked goals.md and goal-checks. Also
catches goals.md up to the approved state: staff-move moves to "Met and
removed" (approved #gm 01f9c45b). Approved via rh/cluster PR 3 (two-person
review, merge e824c1b).

Buzz-only path (.buzz/images/buzz-agent-gm-rh/).

Reviewer's Guide

This PR updates gm-rh’s baked configuration to make self-sufficiency an active standing goal backed by a /state/self-sufficient-backlog check, while bringing the goal ledger up to the approved state by recording staff-move as met and removed.

Bump image and AGENT_REVISION to v0.1.9, the tag that carries the goal +
goal-check update (#1658) and the gm-promises / gm-daily / gm-status bake
(#1659, approved in RH #gm 68be7ee0). Also bumps AGENT_REVISION, which
#1614 left at v0.1.6 when the image went to v0.1.7.
