Merging this PR publishes prisma@8.0.0-rc.28 under latest, with Composer CLI 0.35.0:
$ npm view prisma@8.0.0-rc.27 dependencies.@prisma/composer-cli
0.34.0
$ npm view prisma@8.0.0-rc.28 dependencies.@prisma/composer-cli # after this merges
0.35.0
Why now
#371 moved main to @prisma/composer-cli 0.35.0, but no release carries it yet. latest is 8.0.0-rc.27, with 0.34.0. Only the dev build 8.0.0-rc.27-dev.170 has 0.35.0, and it stamps the Composer CLI as 0.35.0-dev.1. An app that moved to Composer 0.35.0 (prisma/asks, already deployed to production with it) has to pin that dev build and override two of its dependencies until a release exists.
What changes
pnpm bump-version moved the root version from 8.0.0-rc.27 to 8.0.0-rc.28. It also moved the lockstep packages, the workspace: pins on them (including in packages/cli-engine and packages/compute, whose own versions are untouched), the lockfile, and the library_version of the prisma-platform-core-concepts skill.
The committed product pins are all releases: @prisma/composer-cli 0.35.0, @prisma/orm-toolchain 8.0.0-rc.20, @prisma/cli-engine 0.9.0.
What merging does
The Publish to npm workflow sees the root version change. It publishes @prisma/cli-engine (a no-op, 0.9.0 is published), then @prisma/cli and prisma at 8.0.0-rc.28 under latest, and creates a pre-release GitHub Release v8.0.0-rc.28 with generated notes. Before publishing, the release channel's conformance checks refuse any -dev. dependency. See docs/oss/versioning.md.

This is a supported workflow for users without a Prisma account or project, and the skill ships in the released prisma package. The @latest tag can resolve and execute a different create-db release over time. The repository does not provide an approved exact version, so select and review one before documenting the command.

Update the `npx create-db` command in the skill documentation to use a reviewed
exact version instead of the mutable `@latest` tag, selecting and reviewing the
