Squash-merge this PR. The release workflow reads the squash commit title chore(release): 0.14.7 to publish to npm.
What changes
Pins. Composer 0.38.0, ORM rc.23 (postgres and mongo), prisma rc.33, Alchemy beta.84 and effect 4.0.5. The CLI and the app must run the same Composer version, so these move together.
Effect overrides.@effect/sql-d1 and @effect/sql-sqlite-do are no longer pinned. Alchemy beta.84 split its cloud providers into separate packages, and no scaffold installs these two any more.
Starter createdAt. ORM rc.22 reads a PostgreSQL DateTime column as a JavaScript Date. The shared users.ts now returns createdAt.toISOString(). Without this, the Next.js starter fails to typecheck (Type 'Date' is not assignable to type 'string'). Every framework page already expected a string.
check:pins. It now fails when the prisma CLI bundles an @prisma/orm-toolchain other than the pinned ORM, and when the alchemy or effect pins differ from what @prisma/composer depends on. Before, the toolchain mismatch was only a warning. The first attempt at this upgrade (Composer 0.37.0 with prisma rc.31) passed check:pins, but every new project failed at prisma contract emit, because the CLI's ORM toolchain rejected the older ORM packages. Composer 0.38.0 fixes that by moving to the same ORM version as the CLI.
How it was checked
check, typecheck, check:pins and test:unit pass. check:pins fails on the broken Composer 0.37.0 / prisma rc.31 set.
Locally, with npm, I scaffolded hono+postgres, minimal+mongo, next+postgres, and next+postgres with TypeScript authoring. In each project prisma contract emit, tsc --noEmit and the build pass, and prisma dev reaches ready and serves the seeded users with ISO dates. Minimal+mongo needs MONGODB_URL, as its README says.
I checked the templates against Composer's 0.37.0 migration notes and the ORM rc.20 → rc.23 upgrade notes. No template uses the removed Composer params/secrets APIs, and db.ts already passes url only when it is set, which rc.23 now requires.
Scaffold for Prisma Composer 0.38.0 and prisma 8.0.0-rc.33.
- Pin @prisma/composer and @prisma/composer-prisma-cloud to 0.38.0, @prisma/orm-postgres and @prisma/orm-mongo to 8.0.0-rc.23, prisma to 8.0.0-rc.33, alchemy to 2.0.0-beta.84 and effect to 4.0.5.
- Stop pinning @effect/sql-d1 and @effect/sql-sqlite-do. Nothing installs them any more.
- Return the starter users' createdAt as an ISO string. ORM rc.22 reads a PostgreSQL DateTime column as a JavaScript Date, and every framework page expects a string.
- check:pins now fails when prisma bundles an @prisma/orm-toolchain other than the pinned ORM, because prisma contract emit rejects ORM packages from another release. It also checks the alchemy and effect pins against @prisma/composer's own dependencies.

Summary by CodeRabbit
Bug Fixes
Generated projects now provide user creation dates as ISO-formatted strings for non-Mongo databases; MongoDB users continue to receive null.
Dependency Updates
Updated the Prisma, Composer, Effect, and Alchemy versions used by generated projects.
Removed the generated workspace overrides for two Effect SQL packages.
Validation
Dependency checks now fail when Prisma toolchain or Composer peer dependency versions do not match the configured pins.
Walkthrough
Dependency pins and workspace overrides are updated. The pin-check script now exits when specified Prisma CLI toolchain or Composer dependency versions do not match the pins. Dependency tests and an end-to-end assertion are updated. The generated user listing now converts non-Mongo createdAt values to ISO strings.
Merge Risk: Low · previous review 64080
The default scaffold remains unaffected, but projects making user timestamps nullable can lose user listings when a timestamp is null. Preserve null during conversion; otherwise the remaining concern is additional pin-check test coverage.

scripts/check-pins.ts: provide registry metadata with matching Composer

output for non-null timestamps.

Move the check:pins rules into scripts/pin-problems.ts so a unit test can feed them registry metadata, including a prisma CLI that bundles another ORM toolchain. The starter's createdAt now stays null if a project makes the column optional.

Run scripts/check-pins.ts with a stub npm on PATH that returns registry metadata, and assert the exit code.
