fix: sweep every page of stale projects, fail the release job on failed publishes - #89
The daily cleanup now covers every project, and a failed npm publish now fails the release job instead of passing green.
Changes
Stale project sweep (create-db-worker)
The sweep read only the first 1,000 projects, so anything on later pages was never deleted.
It now follows pagination.nextCursor until there are no more pages, and fails the run if the API reports more pages without a new cursor.
The 24 h threshold is unchanged.
Release job (release.yml)
A failed publish used to bump the patch version, retry, and swallow a second failure, so the job could stay green with nothing on npm.
The job now publishes the version in package.json, skips it if that version is already on npm, and lets any publish error fail the job.
A new Verify Published Versions step fails the job if any package's version isn't on npm.
The job fails unless create-db, create-pg and create-postgres share one version. The aliases pin the create-db version they were published with, so they have to move together.
.changeset/config.json now puts the three CLIs in a fixed group instead of linked, so a changeset for any one of them bumps all three.
Behavior change
Merges that don't bump a version no longer publish anything. Before, they published a patch version that was never committed, so npm and main could drift apart. A CLI change now needs its version bump in the PR, for all three packages.
Testing
apps/create-db-worker: 37 tests pass, including a new delete-stale-workflow.test.ts covering multi-page sweeps, a single page, a repeated or missing cursor, and a failed fetch.
The two release steps, extracted from the YAML and run under bash -e with stubbed npm and pnpm:
no version bump: skips, job passes
new version: publishes, job passes
publish fails: job fails
version missing from npm after publish: job fails
only create-db bumped: job fails
The release steps haven't run on GitHub Actions yet: they only run on pushes to main. The sweep change takes effect once the worker is deployed.
The daily cleanup read only the first 1,000 projects, so stale projects on
later pages were never deleted. Follow the API's pagination cursor until
there are no more pages. The 24 h threshold is unchanged.

A failed publish bumped the patch version, retried, and swallowed a second
failure, so the job stayed green while nothing reached npm. Merges that don't
bump the version also published an unreviewed patch that was never committed.
Publish the version in package.json, skip it if it is already on npm, and let
any publish error fail the job. A new step checks that every package's version
is on npm before the job can pass.

Walkthrough
The release workflow checks package version alignment, skips versions already on npm, publishes missing versions, and verifies availability. The stale-project workflow fetches projects across cursor-based pages before filtering and deleting stale projects.
Changes
Release publishing
Layer / File(s)
Summary
Publish and verify package versions .github/workflows/release.yml
The workflow requires create-db, create-pg, and create-postgres to have matching versions. It skips versions already on npm and publishes each missing version once. It then checks npm up to six times, with 10-second waits between unsuccessful checks, and fails if the version remains unavailable.
Stale-project pagination
Layer / File(s)
Summary
Fetch pages and process stale projects apps/create-db-worker/src/delete-stale-workflow.ts, apps/create-db-worker/test/delete-stale-workflow.test.ts
The workflow fetches pages of up to 1,000 projects while hasMore is true. It rejects missing or repeated cursors, filters the accumulated projects using a 24-hour threshold, and logs the accumulated count. Tests cover pagination, deletion, fresh projects, invalid cursors, and failed page fetches.
The release workflow now requires create-db, create-pg and create-postgres to share one version, but the Changesets config does not guarantee that. A changeset that touches only an alias package can block publishing and the next version PR until the versions are fixed by hand. Switching the config to fixed for these three packages avoids this. The stale-project pagination change looks safe to merge.

- Around line 85-86: Update the release workflow’s package-version check around
`npm view` so publishing a new `create-db` version requires `create-pg` and
`create-postgres` to have matching version bumps as well; fail verification
rather than skipping either alias when its version is unchanged.
Review comments at @apps/create-db-worker/src/delete-stale-workflow.ts:
- Line 59: Update the pagination loop that assigns cursor from body.pagination
so that when hasMore is true, it rejects an empty nextCursor or one already
seen; track accepted cursors to prevent repeated-page fetches. Preserve normal
termination when hasMore is false.

If the Projects API ever reports more pages without a new cursor, fail the
run instead of fetching the same page again or stopping early.

create-pg and create-postgres pin the create-db version they were published
with. Bumping only create-db would skip the aliases and leave them on the old
CLI, so fail the release job unless all three versions match.

With `linked`, a changeset for one alias bumps only that package, so the
versions drift and the release job now stops on the version check. A `fixed`
group bumps create-db, create-pg and create-postgres together.
