Dependabot updates only _extensions/quarto-openapi, so the sync check fails on its PRs. A new workflow syncs the example, pushes the change to the PR branch, and dispatches the tests on the new commit.

Dependabot updates only
_extensions/quarto-openapi, so the example copy falls out of sync and the test job fails (see #31).This PR adds
sync-dependabot.yml. On PRs that Dependabot opens, it:npm run sync-exampleon the PR branch.test.ymlon the PR branch. GitHub does not start workflows for pushes made withGITHUB_TOKEN, but it does allowworkflow_dispatch. This PR adds that trigger totest.yml.This PR also groups all npm version updates for the extension into one Dependabot PR.
After this merges, Dependabot replaces #30 and #31 with one grouped PR on its next run. To get it sooner, start a check from the repository's Dependabot page (Insights > Dependency graph > Dependabot).
Dependabot stops automatic rebases on a PR after another author pushes to it.
@dependabot recreatediscards the sync commit, and the workflow then adds it again.
