Add a SuperSplat Following Creators page - #1268

Explain how to follow a creator on superspl.at, where their splats show up (the Following tab on the home page), how to browse follower and following lists and how to unfollow. Link the page from User Profile, Scene Page and Explore, add it to the SuperSplat sidebar after User Profile and mirror every change in the Japanese translation. User Profile also gets the current /user/<username> URL and a short "Your own profile" section covering the following list and the Likes tab.

superspl.at now lets you follow creators. This adds a short user manual page for it and links it from the pages where Follow shows up.
