• Pins plannotator-tui 0.9.8, which adds gate mode (feat(gate): explicit approve and a machine-readable decision plannotator-tui#122), and sets the plugin to 0.9.8. All 7 download URLs return 200.
• Adds an annotate.gate action to the Full and Windows Full installs. It runs herdr open --gate, which is the same folder review with an Approve button (A). The agent gets The user approved. or the numbered feedback. The action has no default key; the README suggests prefix+ctrl+d, which Herdr doesn't use by default.
• The skill shows agents how to ask for a gated review.
