Cleans up the repository root and replaces the status-report README.

  • Root keeps README, LICENSE, NOTICE, CHANGELOG (new), CONTRIBUTING (new, short), Cargo files, build.rs, and the code directories.
  • Specs move to docs/design/, measurement plans to docs/measurements/ (with a new summary page), and development reports and the old status log to docs/history/. All moves use git mv; relative links, tool paths, and the Cargo include list are updated.
  • The embedding guide moves to docs/embedding.md and now shows a crates.io dependency instead of a path dependency.
  • New README: install, usage, features, performance with linked data, embedding snippet, platform support, forked dependencies, license. The screenshot uses an absolute raw URL so it renders on crates.io.
  • Crate-level rustdoc with the same embedding snippet as a no_run doctest, so the snippet stays compiled in CI.
  • diffs --help no longer says "visual prototype".
  • Prepares diffs-rs 0.1.1 (forks unchanged) so crates.io shows the new README. Not published or tagged.

Checks run locally: fmt, clippy (default, all features, lib with no default features), cargo doc with -D warnings, full release test suite, embedded host contract, cargo package --workspace --locked.

Move specs, measurement plans, and development reports from the
repository root into docs/design, docs/measurements, and docs/history,
and fix the links and tool paths that referenced them. Move the
embedding guide to docs/embedding.md, add a changelog, a short
contributing guide, a release guide, and crate-level documentation.
Bump diffs-rs to 0.1.1 so crates.io shows the new readme.
