Plugin and parser versions are incompatible

@typescript-eslint/eslint-plugin is bumped to v8 while @typescript-eslint/parser remains on v5. The plugin requires parser ^8.67.0 and both packages must share a major version, so npm run lint will fail or mis-analyze TypeScript because the v8 plugin expects a v8 AST and parser services.
