Adds site gating so the DiffsHub catch-all viewer route returns 404s outside diffshub builds, while preserving the legacy
/ghredirect to diffshub.com.This prevents diffs.com missing paths from rendering the DiffsHub viewer without breaking the existing
/ghredirect.
