Keep receiver recovery probes pending until the matching sender has installed the exact receiver route and authority and requeued acknowledged streams. Suppress duplicate-probe full hellos once the route is ready. Add TLA+ safety and convergence checks with mutation qualification, deterministic stale-hello and authority regressions, and Jepsen cursor capture coverage.
