Cannot backup using pg_dump.exe in version 9.18

Trying to back up a table in plain format gets an error where gssapi64.dll cannot be located. The program run is "C:\Program Files\pgAdmin 4\runtime\pg_dump.exe". The DLL is installed into "C:\Program Files\pgAdmin 4\python". This can be worked around by adding that directory to your path. This worked in 9.17 but not in 9.18 (both desktop versions) under Windows Server 2025.

For anyone facing this error until a patch is released, you can fix this by:

1. In the Object Explorer, right-click your server and select Properties (or configure it when registering a new server).
2. Go to the Parameters tab.
3. Click the + button to add a new parameter:
4. Name: GSS encmode (or gssencmode)
5. Value: disable
6. Click Save and reconnect.

Or by downgrading to 9.17.

Please discuss this in issue #10428 if you need to, and avoid using this issu.
