Prepare version 2.1.1 with the merged OPML improvements: the site-wide index lists individual listed blogrolls, and the OPML browser view explains how to import subscriptions. Include the development dependency updates in the changelog.
Bump the plugin version and stable tag to 2.1.1, add release notes, and update the developer documentation to describe individual directory entries.
Validation: all 134 PHPUnit tests pass (315 assertions), PHP coding standards pass for the changed plugin file, and
git diff --checkpasses.Publishing a GitHub release triggers deployment to WordPress.org; this PR prepares the version without publishing it.
