Add nullable execution_policy JSONB and execution_policy_received_at columns to node_status_snapshots. No backfill or desired-state authority is introduced. The independent receipt prevents older cluster writers from renewing policy evidence when they only refresh inventory. Deploy this migration before policy writers and admin readers. Roll back those binaries before dropping the columns. Both directions bound DDL lock and statement waits. Squawk 2.69.0 passed with zero issues; apply/revert integration validation remains with CI.
