Route unpinned scratch builds through configured-default selection. Derived builds and new node-local cold sandboxes prefer the source environment and use a compatible allowed fallback only if the source is revoked or unavailable. Persist the selected consumer before effects while keeping the template producer immutable. Explicit requests and existing sandbox stop/start remain exact. Allow an implicit node-local Create to reach compatible selection without first requiring permission for its revoked source. Cluster-owned creation, pools and base snapshots keep their placement-bound behavior; shared fleet defaults remain E0 pending placement integration. Validation: affected libraries compiled offline on the updated stack. Added a revoked-source Create regression alongside existing selected-consumer persistence coverage. Full tests and Linux/KVM validation remain with CI.
