OPRUN-4762: docs: add OLM migration IEEE 829 test plan

Summary

Adds an IEEE 829-style test plan for OPRUN-4715, the OLMv0 to OLMv1 migration prototype.

The plan:

• maps the migration library, CLIs, fixture data, E2E harness, and CI coverage work to test levels;
• traces the test approach to the validation inventory and clearly separates current Phase 8 coverage from remaining scenarios;
• documents independent unit, fixture, live-operator, and in-cluster Job test environments;
• defines pass/fail and suspension criteria, deliverables, environmental requirements, responsibilities, risks, and deferred upstream-dependent scope.
