Every startup instantiated all optional engines, producing errors for absent Coral drivers, TFLite runtimes and OpenCV models even when ONNX was the selected engine. Initialize only DEFAULT_BACKEND at startup and leave optional engines lazy. Refuse startup when the default is disabled or cannot initialize, so /health cannot report success with a broken default detector. Automatic TFLite model provisioning now runs only for a TFLite default; optional TFLite users should provision their model explicitly as documented.

Validation: 5 FastAPI lifespan regressions pass for optional-engine isolation, successful health, missing default model/driver, disabled default, and TFLite download ordering/failure. Added to the existing backend CI workflow.
