8390654: Test gc/TestUseGCOverheadLimit.java#G1 fails on linux-arm32

Backporting "8390654: Test gc/TestUseGCOverheadLimit.java#G1 fails on linux-arm32" to jdk25u-dev as jdk25 is affected as well.

This backport fixes the test failure on linux32 platform caused by the absence of "-XX:-UseCompactObjectHeaders" flag on 32bit platforms.

Clean backport. No risk, test changes only.
