I support merging this as a starting point. As discussed on the call we have issues for any changes needed to the various sections and should merge this PR as-is unless there's any substantial objections.

This PR contains the initial document adopted by WG consensus on the 31 July call (see #1), with the ZKP section removed and the per-section consensus notes added, as agreed there.

Our working procedures require any non-editorial PR to stay open for two weeks, so this can't merge before 14 August even though the decision is already made. Two things follow, as we discussed on the call.

Please don't raise substantive comments on this PR. Instead, carry on editing as normal: open PRs on top of this one during the two weeks, and put substantive discussion in the per-section issues (#24–#28) or in new issues. Nothing needs to pause, the work just lands on top rather than in here.

What is in scope for this PR is whether it faithfully reproduces the adopted contribution, i.e., correct text, ZKP section removed, section notes right. That's what I'd ask reviewers to check.

On which: we need three approvals and currently have two (thanks @jogu). Two more would be welcome. It's a fidelity check rather than a content review, so it shouldn't take long.
