This release contains something that should have been included a very long time ago. Sorry for sleeping on that.

This action now retrieves the release manifest that contains the available versions, their download links and checksums from the Astral mirror, rather than trying GitHub first. This should present much more stable. (Known checksums are still checked, so the security impact does not change)

Overview
This PR pins astral-sh/setup-uv to v10.3.3 (commit 68559e99…) everywhere CI installs uv, replacing v10.3.0.

The bump touches discovery-catalog, Tests (lock validation, main tests, ThinkingBox, τ²-bench, lint), and validation-runtime workflows. Application code, lockfiles, and the pinned uv version (0.9.3 / UV_VERSION) are unchanged—only the GitHub Action that bootstraps uv is updated.

Upstream v10.3.1–10.3.3 mainly improves CI reliability (cache upload behavior, version manifest fetching from Astral’s mirror) and fixes requirement-specifier parsing; checksum verification for downloaded uv binaries is unchanged.
