Move all workflow jobs to the shared CI policy while retaining platform tests, CGO-disabled builds, browser tests, race detection, lint/security checks, vessel resource/recovery gates, and attested container releases. Node/browser setup and tool versions now come from the shared workflow; vessel thresholds remain explicit here.

Validation: actionlint, caller contract and shell syntax checks, Go tests, and the shared govulncheck version passed during the migration review. Hosted browser and vessel checks run on this PR.

Depends on open-ships/ci#1. Every shared workflow is pinned to commit 95d4b3ed5452a99525c240688de146553e57cee0 so this PR can run before a v1.2.0 tag exists. Merge the shared policy PR first; update all caller pins if its reviewed commit changes.
