Adds `.devcontainer/` with Dockerfile, devcontainer.json, and post-create.sh so contributors can run `devpod up` and get a fully working environment — Go 1.26.3, Python 3.12, Node 22 via mise, Bazel 9.0.0 via Bazelisk, golangci-lint, shellcheck, yamllint, and pre-commit hooks — matching exactly what `make setup` produces locally.
