Description

Important

Because this updates parts of CI used by .github/workflows/sign-windows.yaml, the commit hash for consuming that must be updated, which means this requires a merge commit.

Due to #13594 , the paths for first-party OBS Studio plugins has changed. This causes two failures:

1. bouf fails to copy the core directory when preparing the files
2. bouf/NSIS fails to generate the installer

Motivation and Context

Want installer generation and CI to work.

How Has This Been Tested?

Tested locally on Windows 11 as mentioned on obsproject/bouf#76 .

I have not tested patch generation.
