Description

fetchers: Restrict OBS log filename

When uploaded to our server, OBS logs use a base64 alphabet for the filename. Reflect that here instead of allowing any characters to match.

Motivation and Context

No need to allow the regex to be so unrestricted.

How Has This Been Tested?

Tested fetching logs at obsproject.com with now valid characters and logs with invalid characters.
