DOC: conda activate command in the dev docs does not match the environment name in environment.yml #168

Issue with current documentation:
The developer setup page, doc/source/dev/building_with_spin.md, instructs the reader to activate an environment that environment.yml never creates.
Line 32 of the page:
conda activate numpy-financial-devBut environment.yml line 5 declares:
name: npf-devSo the step immediately after the documented conda env create -f environment.yml fails. This is my terminal output:
% conda activate numpy-financial-dev
EnvironmentNameNotFound: Could not find conda environment: numpy-financial-dev
environment.yml's own header comment (line 3) already gives the working name, conda activate npf-dev.
This blocks a new contributor at the second step of setup, since the rest of the page (spin build, spin test) assumes an activated environment.
Proposed fix: Update line 32 of building_with_spin.md to conda activate npf-dev, matching environment.yml.
