Summary

Replace unsupported Node 23 with supported Node 24 and 26 in the release integration matrix. Preserve Node 22 and intentional nightly coverage. Update both the generated workflow and npm/cli's custom template partial. Engine requirements and test assertions are unchanged.

Fixes #10024

Validation

npm run postlint and git diff --check passed. Local checks confirmed template parity, the exact matrix, supported engine boundaries, and unchanged reusable workflow inputs. Hosted release integration has not been run; affected Node and npm jobs still need passing run evidence.

This PR targets latest; release/v11 applicability remains to be assessed separately.
