## Start a Newly Connected Service's Baseline

When setting up alerts for a newly connected service, call `list_alert_starters`.
It takes no arguments; do not pass `tenant`.
It returns the same starters the web editor offers, each with an id, title,
reason (`why`) and a `spec` in `set_alert_rule`'s terms. Read the current list;
do not keep copies of starter definitions or reconstruct their thresholds.
