Step 3 of #352. The package holding the fake client and fixtures is renamed from internal/test (package test) to internal/testutil (package testutil) so its identifier no longer collides with the generic word "test" in test files. Pure mechanical rename via gopls rename: package clause, doc comment, import path, and every qualified use test.X -> testutil.X in the 94 importing _test.go files.
