Regenerate requirements.lock, requirements-dev.lock, and
requirements-scan.lock using each file's own recorded pip-compile
header command (pip-tools resolving against pyproject.toml /
requirements-scan.txt with constraints/security.txt). Fixes D8
constraint/lock divergence for strawberry-graphql (constraint pinned
0.320.1, locks still pinned 0.319.0), which was causing pip install
ResolutionImpossible in CI.

requirements-dev.lock also re-gained unrelated pip-compile-eligible
transitive churn (cyclonedx-bom's dependency tree, already declared
in pyproject.toml's dev extra but not yet locked). The two packages
hand-pinned outside pip-compile's reach (pot, pytest-timeout — both
documented in-lock as "NOT auto-emitted by pip-compile ... re-add
after a relock") are restored verbatim with their original pins and
comments so the ricci-microstructure test lane and Makefile
l2-test --timeout flag keep working.

Verified via tools/deps/validate_dependency_truth.py: D8 drift count
3 -> 0; D1 (5) and D6 (1) pre-existing drift classes unchanged.
…320.1

tools/deps/check_operational_dependency_determinism.py (the
dependency-operational-determinism CI gate) requires every
security-critical package's floor in requirements-scan.txt to be >=
its constraints/security.txt pin, so scan-only resolution can't
regress below the patched floor. Dependabot's automated bump only
touches constraints/security.txt, not this manifest, so the floor
was left at >=0.319.0 against the new >=0.320.1 constraint pin,
failing the gate. requirements-scan.lock is unchanged (0.320.1
already satisfied both the old and new floor).
