managing a fleet of netclaws require quick edits from the control panel (imagine using netclaw config on 100 instances)

I propose:

• endpoint to edit config as PATCH
• allows sending provider apiKey, or any secret but no reading
• restarts the daemon internally after successful config change

Continuing the fleet management for netclaw instances

i would like to add option to manage the configurations of each agent (like changing the provider for all agents when prices change or anything)

I used the netclaw device pair to auth over the current exposed endpoints
