Freeze nuxt-cloudflare inputs: no new fast-path knobs - #230

Pin the workflow_call input set in scripts/test_nuxt_input_freeze.py, run it in ci.yml, and record the freeze in the workflow header and README. New fast-path work goes in taskgraph.yml. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

nuxt-cloudflare.yml's input surface (taskgraph-ci-2026-10, p5-retire / p5-freeze-knobs).
