v4.0.1 installs the `tools` SDK package, which Google no longer serves, so `Setup Android SDK` fails with "Failed to find package 'tools'" on every run. v4.0.2 stopped installing it. No .pinact.yaml exception needed: v4.0.4 is older than the 7-day min_age cooldown, so pinact run --verify-min-age accepts it as-is.

Setup Android SDKfails on every run of theAndroid Build Onlyjob:Google stopped serving the
toolsSDK package, whichandroid-actions/setup-androidv4.0.1 stillinstalls. v4.0.2 dropped it, so every release at or below v4.0.1 is dead. Bumping the pin to v4.0.4.
Equivalent to n0-computer/iroh#4540.

Notes & open questions
Unlike iroh#4540 this needs no
.pinact.yamlexception: that PR bumped inside the 7-daymin_agecooldown, v4.0.4 is past it now, so
pinact run --check --verify-comment --verify-min-ageaccepts the newpin with no config change.
The step passes no inputs, so the
toolspackage came from the action's own defaults.arqu/setup-ndkisuntouched.
