Motivation

The GitHub-hosted runner image project announced that ubuntu-latest will move to Ubuntu 26.04, with rollout beginning October 19, 2026 and completion planned by November 19, 2026. This repository's workflows should remain on Ubuntu 24.04 unless and until we intentionally choose to migrate.

Scope

• Updates runner labels only in .github/workflows/*.yml.
• Leaves workflow triggers, job logic, actions, and all non-Ubuntu runners unchanged.
• Does not require a package Changeset because this is CI configuration only.

Validation

• Confirmed all 12 runs-on entries in the workflow directory now specify ubuntu-24.04; no ubuntu-latest references remain.
• git diff --check passes.
• No application code or runtime behavior changed, so application tests are not applicable.
