Add production ARM template version 2.1 in FXCI and Trusted FXCI. Reuse the alpha template with its API versions and
osDiskStorageAccountTypeparameter; retainStandard_LRSas the default. This lets the Windows rollout selectStandardSSD_LRSwith full OS caching.Define template names and versions in locals, with
for_eachresources andmovedblocks for existing state. Production version 2.0 stays unchanged.Both full Terraform plans: 1 to add, 0 to change, 0 to destroy per subscription. Existing resources only move to new Terraform addresses; no Compute Gallery changes. Pre-commit checks pass.
