Comparisions against false should report the comparison as a falseExpr, not `false`

Currently an expression foo == false will report both foo and false, where it should actually report foo == false.

This isn't as straightforward since we really need to take into consideration what "false means" e.g., if youre evaluating A && !B with A := false and B := false we dont want to erronously report B.

Bumping this to 1.1 as part of a larger work to restructure this
