docs(runtime): describe runtime family rollout

What changes

This PR changes documentation only. The configuration docs now state the runtime-family rule, the reserved condition names, and the remote-entry cache behavior, because family selection adds new failure cases and a compatibility window.

implementation must resolve one complete family. The docs list the reserved web, Node, worker, and universal conditions, and say that Enhanced and Rspack do not set them in this rollout. Default modules still read FEDERATION_* defines, and those defines stay until a later major version. Vite is not covered yet.

The remote-entry cache key is still name plus entry. Reuse checks run only when both the cached entry and the new request carry runtime-image metadata, which no build emits by default. The English, Chinese, and Portuguese pages carry the same notes in the same place.

This PR has no changeset and does not edit the changesets of earlier PRs in the stack.

Verification

• The branch history was rewritten on 2026-09-26 to remove attribution trailers from commit messages only. Every tree and patch is identical to the verified head; 17531d705 is the rewritten tip.

• Prettier passes on every changed file, and each edited page compiles as MDX. No check built the full website.

• CI at 17531d705 passed 9 checks, cancelled 4, and skipped 23.

• The 4 cancelled checks are checkout-install and node20-compat in Build Affected Packages, lint-deps in Lint Dependencies, and publish-preview in pkg.pr.new Preview. Those three workflows each ran twice on this commit. They set cancel-in-progress: true per PR, so the second run cancelled the first about a second after it started. The second run of each workflow passed on the same commit. The cancelled runs were not rerun.

• 12 skipped checks are the jobs of the cancelled Build Affected Packages run, which wait on checkout-install. The other 11 are the end-to-end suites in the second run, because tools/scripts/ci-is-affected.mjs selected none of them for a docs-only diff.

• Like every PR in this stack, this branch carries fix(enhanced): skip inactive connections when hoisting runtime modules #5116's fix and two of fix(build): emit cjs declarations as .d.cts to stop concurrent writes #5124's three commits through feat(managers): resolve runtime families atomically #5093. This PR's own diff adds none of that code, and it carries no code from any other open PR.
• The alternate RFC: Compose the federation runtime from subpath imports (alternate to #5036) #5128 stack also changes 6 files in this diff. This PR does not include those changes.
