Adds an explicit project policy describing how LLMs are (and aren’t) used in this repository, and sets expectations for contributor behavior to align with the maintainer’s development goals.

- Documented a “no non-trivial LLM-authored code/docs” policy for Fidget (and linked Halfspace).
