starlette 1.7.0 imports anyio.from_thread.BlockingPortal instead of the anyio.abc.BlockingPortal alias that anyio 4.15 deprecated. With that gone, the anyio ceiling in the dev extra is no longer needed, so this removes it and adds a starlette>=1.7.0,<2 floor with a comment saying why. requirements.lock moves to starlette 1.7.0 and anyio 4.15.1, with hashes regenerated by scripts/lock_hashes.py (--check passes for all four lock files).
Verified on PyPI (checked 2026-09-30 09:00 UTC): starlette 1.7.0 uploaded 2026-09-23T07:30Z, anyio 4.15.1 uploaded 2026-09-05T10:42Z, both more than 7 days old, and no newer release of either exists. The starlette 1.7.0 wheel's testclient.py has no reference to anyio.abc.BlockingPortal.
In a fresh virtualenv with pip install -e ".[dev]", pip resolved starlette 1.7.0 and anyio 4.15.1. pytest, ruff check . and mypy readerboard all pass with filterwarnings = ["error"] unchanged.
