Adds the five-dimension friction analyzer with hard overrides, task-scoped protected-path detection (config/schema/public-contract and security-sensitive escalation), deterministic run-id/clock handling, and the fail-closed single-hop planner router (explicit boulder-native or profile adapter, no multi-hop fallback). Empty protectedPaths in boulder.yaml is authoritative. Merge gate: bun test (340 pass), bunx tsc --noEmit.
